Edwin Edwards took office, legislation was signed to license chiropractors, making Louisiana the last state to do so
• grew up in Plainville, Conn., and graduated from the Palmer College of Chiropractic in 1958; throughout his career he had practices in New Orleans, Metairie and Harvey; in 1964, Jacobs was elected president of the Louisiana Chiropractic Association; in addition, he was a member of the Louisiana Union of Chiropractic Physicians and several other professional organizations
